Director of Upskilling and Advancement

Position Summary: Performs complex project management work in the area of frontline employee upskilling and advancement. Work involves monitoring and managing Strategy IV under the Master Community Workforce Plan (MCWP) and supporting the mutually reinforcing efforts in the other Strategies. The goal of Strategy IV is to assist at least 2,000 frontline workers in acquiring skills to advance into middle-skill jobs by 2021. The Director will be responsible for increasing: 1) awareness of advancement opportunities among employees; 2) capacity among employers through technical assistance and programming; and 3) the number of employees who gain credentials, promotions, and wage increases. Work involves establishing the strategic work plan for Strategy IV; monitoring the availability, variety, progress, and schedules of apprenticeship and other earn-and-learn programs; and communicating with project stakeholders, management, and other relevant parties. Work involves improving the quantity and quality of upskilling outcomes. Will conduct meetings and make presentations. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Chief Strategy Officer (CSO).

Education and Experience: At least three (3) years of experience in human resources, organizational development, education, program management, public policy, or workforce development is required. Experience working in or with private sector employers or industry associations is strongly preferred. Experience with Department of Labor Registered Apprenticeships preferred. Graduation from an accredited four-year college or university with major coursework in a field relevant to assignment is generally preferred. experience and education may be substituted for one another.

Child Care Program Specialist

Position Summary: Performs moderately complex technical and professional work in the area of child care program quality. Work involves monitoring and evaluating the activities and performance of the contractor, providing consultative services in designing programs to enhance the quality of care, and collaborating with community groups to leverage resources. Line supervision by the Director, Child Care Contracts with reporting responsibility to the COO.

Education and Experience: Graduation from an accredited college or university with a bachelor’s degree and major coursework in child development or a related field. Two years related work experience. Prefer experience in child development and the federal child care subsidy program. Related experience and education may be substituted for one another.
