Pre-Apprenticeship Electrical and/or Plumbing Training for Women

Workforce Solutions Capital Area Workforce Board (Capital Area) is serving as the backbone entity for the 2017 Austin Metro Area Master Community Workforce Plan, which set forth an ambitious plan to connect lower-income Central Texas residents with middle-skill jobs in key industry sectors so that they could advance their careers and enhance their families’ economic security.
The Department of Labor has indicated pre-apprenticeships as pathways for women into high-wage careers as seen in their guide. Pre-apprenticeships provide individuals a foundation of skills and career exploration before entering their chosen apprenticeship. Capital Area aims to support the growth of preapprenticeships through the Workforce Innovation and Opportunity Act – Alternative Funding.
From this project, Capital Area will leverage our relationships with local employers to match participants with job opportunities upon completion of the program. We will offer On the Job Training funds to electrical and/or plumbing contractors who are interested in hiring from our cohort of trainees. Capital Area hopes to increase women participants to meet the growing demand for electricians and/or plumbers. Women have been underrepresented in these occupations and in the trades across the board.
Capital Area is procuring a qualified training provider. All participants will be entered into The Workforce Information System of Texas (TWIST) in order to track program outcomes. The selected training provider will report to Capital Area the number of participants who enroll, complete the program, and find training-related jobs. They will also report on the number of participants who enter an apprenticeship program after their pre-apprenticeship training is complete.
The selected training partner will lead recruitment and outreach efforts, with the support of Capital Area. During the pre-apprenticeship, participates will gain employable skills in electrical and/or plumbing that will help them prepare to enter an apprenticeship program or employment.
