Workforce Solutions Capital Area (WFS Capital Area) periodically issues requests for proposals soliciting service providers and contractors to operate WFS Capital Area career centers, deliver workforce program services, and to provide various administrative services.

Pre-Apprenticeship Electrical and/or Plumbing Training for Women

Workforce Solutions Capital Area Workforce Board (Capital Area) is serving as the backbone entity for the 2017 Austin Metro Area Master Community Workforce Plan, which set forth an ambitious plan to connect lower-income Central Texas residents with middle-skill jobs in key industry sectors so that they could advance their careers and enhance their families’ economic security.

The Department of Labor has indicated pre-apprenticeships as pathways for women into high-wage careers as seen in their guide. Pre-apprenticeships provide individuals a foundation of skills and career exploration before entering their chosen apprenticeship. Capital Area aims to support the growth of preapprenticeships through the Workforce Innovation and Opportunity Act – Alternative Funding.

From this project, Capital Area will leverage our relationships with local employers to match participants with job opportunities upon completion of the program. We will offer On the Job Training funds to electrical and/or plumbing contractors who are interested in hiring from our cohort of trainees. Capital Area hopes to increase women participants to meet the growing demand for electricians and/or plumbers. Women have been underrepresented in these occupations and in the trades across the board.

Capital Area is procuring a qualified training provider. All participants will be entered into The Workforce Information System of Texas (TWIST) in order to track program outcomes. The selected training provider will report to Capital Area the number of participants who enroll, complete the program, and find training-related jobs. They will also report on the number of participants who enter an apprenticeship program after their pre-apprenticeship training is complete.

The selected training partner will lead recruitment and outreach efforts, with the support of Capital Area. During the pre-apprenticeship, participates will gain employable skills in electrical and/or plumbing that will help them prepare to enter an apprenticeship program or employment.

Commercial Real Estate Broker Services

Workforce Solutions Capital Area Workforce Board (Board) is seeking proposals from licensed, commercial real estate brokerage firms or independent agents to provide services for Workforce Solutions Capital Area Workforce Board (Board) in the City of Austin and Travis County.

Services solicited will include, but are not limited to the following:

  • Facilitate the facilities’ planning and needs discussions with the Chief Executive Officer, the leadership team, and Board of Director members;
  • Represent the Board in negotiations with potential landlords;
  • Identify, evaluate and obtain offers for potential leasable office space in the Board’s service area;
  • Interface with all applicable commercial building representatives and coordinate all written and verbal communications, negotiations and structuring of any lease agreement;
  • Coordinate and facilitate site tours of potential leasable office space;
  • Analyze proposals from potential landlords and advise the Board’s staff accordingly with respects to negotiations;
  • Work with the Board to negotiate lease agreements for Board office space, career centers and child care facilities throughout the service area;
  • Coordinate the execution of all documentation relating to lease offers, contracts, amendments and/or addendums;
  • Complete lease agreements between parties in order to reflect the contractual obligations by each party (Landlord and Tenant);
  • Maintain records related to lease agreements and provide to the Board when requested;
  • Monitor lease agreement terms to ensure they are handled in a timely manner;
  • Become familiar with the Board and its applicable programs and can articulate to target property representatives; and
  • Coordinate with the Board’s legal counsel as needed to facilitate the completion of lease agreements. Handle all other customary activities and services associated with real estate transactions. 

The proposal most advantageous to the Board in terms of proposer's qualifications and quality of the proposal will be recommended for contract negotiations.
