Upskill ATX Career Advancement Pilot

Workforce Solutions invites proposals from qualified business and community partnerships (“Grantee Partnerships”) to serve as implementation partners in the Upskill ATX career advancement pilot, a new effort that seeks to:

  1. Advance the goals of the Master Community Workforce Plan by helping lower-income Austin-area workers advance into middle-skill jobs so they can increase their wages and economic security.
  2. Address the skill shortages experienced by many Central Texas healthcare companies by preparing workers for in-demand, middle-skill healthcare jobs.
  3. Produce data and information that can help Central Texas business, workforce, education, nonprofit, and philanthropic leaders better understand how they can most effectively scale up efforts to support the career advancement of lower-income workers while simultaneously addressing the skill needs of industry.



The Upskill ATX pilot will provide financial support to two multi-organization “Grantee Partnerships” comprised of a minimum of 1) At least one Community Partner; and 2) One or more Industry Partners. Each funded Grantee Partnership will be responsible for developing and piloting an upskilling program to help current Central Texas healthcare workers enhance their skills and experience so that they can advance into high-demand, middle-skill healthcare occupations.

The proposal most advantageous to the Board in terms of proposer's qualifications and quality of the proposal will be recommended for contract negotiations.

Upskill ATX Partnership Evaluation

Workforce Solutions invites proposals from qualified firms and individuals that can assist the Central Texas Healthcare Partnership (CTHP) by conducting an evaluation of the Upskill ATX Pilot Project. Specifically, this evaluation will provide:

  1. A quantitative assessment of the outcomes of each pilot (there will be up to two awards granted); as well as
  2. A qualitative analysis of those factors that contributed to and/or inhibited specific outcomes, in order to document lessons learned and inform future workforce development investments. In addition, the evaluation should provide recommendations around options to strengthen and scale Central Texas efforts to upskill incumbent workers.


The proposal most advantageous to the Board in terms of proposer's qualifications and quality of the proposal will be recommended for contract negotiations.
