The Training Effectiveness Matrix evaluated Workforce Solutions Capital Area (WFS Capital Area) clients who were enrolled in occupational training programs during the 2017-2018 Fiscal Year.

Training Effectiveness Matrix

“Enrolled” clients were active in occupational training programs during the 2017-2018 Fiscal Year.

  • Clients were initially classified by their educational attainment upon entering training. These classifications measured point-in-time attainment rather than aptitude.
  • 289 clients enrolled in occupational training.
  • Of these:
    • 88% completed training
    • 9% dropped out of training
    • 3% were still in training at the end of the Fiscal Year
  • WFS Capital Area tracked clients’ employment status up to six months after leaving training.
  • The average wage before entering training was $23,774. For those who found employment after completing training, the average training-related wage was $45,115, which is an average annual wage increase of 90% from the pre-training average wage.
  • WFS Capital Area invested a total of $1,468,447 in training. The total wage amount for the 230 clients who found jobs after exiting training was $9,745,052, or a net of $8,276,604 deducting the cost of occupational training. Thus, the net cost-benefit is $5.64: for every dollar WFS Capital Area invested in training, $5.64 entered the Austin economy through the clients’ wages.

Clients were initially classified by their educational attainment upon entering training. These classifications measured point-in-time attainment rather than aptitude.

  • Low skill: high school diploma/GED or less education
  • Mid skill: some postsecondary education, including a certificate, associate’s degree, or have completed some college courses but have not obtained a degree
  • High skill: bachelor’s degree or higher
  • Of the 289 clients who were enrolled in training during the 2017-2018 fiscal year, 56% were low skill, 25% were mid skill and 19% were high skill.

Training Program Enrollment by Industry

Clients were initially classified by their educational attainment upon entering training. These classifications measured point-in-time attainment rather than aptitude.

  • 21% of all clients enrolled in healthcare training, the majority being in the low skill category.
  • 24% of all clients enrolled in Information Technology training; of these, most clients were in the high skill category.
  • 10% of all clients enrolled in Professional & Business Services training; of these, most clients were in the high skill category.
  • 45% of all clients enrolled in Skilled Trades training, the majority being in the low skill category.

Training Results

 

Training Results – Observations

  • Overall, the completion rate was very high during the 2017-2018 Fiscal Year. 88% of all clients who were enrolled in training completed their programs.
  • High skill clients were the most successful group to complete occupational training. 94% completed training/earned credentials, compared to 91% of low skill and 87% of mid-skill completers.

Wage Analysis

 

Wage Analysis – Observations

  • Overall, the average annual wage before training and after completing training increased from $23,774 to $45,115 (increase of 89%).
  • The average annual wage increased from $18,863 to $33,169 (increase of 75%) for low skill worker, from $23,017 to $46,295 (increase of 51%) for mid skill workers, and from $29,443 to $55,882 (increase of 52%) for high skill workers.

Cost-Benefit

 

Net Cost-Benefit – Observations

  • The net cost-benefit is as follows:
    • Low skill clients: $5.27 for each $1 WFS invested.
    • Mid skill clients: $3.48 for each $1 WFS invested.
    • High skill clients: $5.91 for each $1 WFS invested.
