BUSINESS OPPORTUNITIES

Workforce Solutions periodically issues requests for proposals soliciting service providers and contractors to operate Workforce Solutions careers, deliver workforce program services, and to provide various administrative services.

Additionally, we have an open enrollment process for schools, education and training providers interested in being part of our network of approved basic and occupational skills training vendors.

Eligible Training Provider Certification System (Workforce Investment Act)

Workforce Solutions accepts applications from providers interested in providing occupational skills training to individuals enrolled under the Workforce Investment Act (WIA) using the Texas Workforce Commission's (TWC) Eligible Training Provider System (ETPS) application process. We will only approve training programs that prepare people for employment in occupations on the Workforce Solutions list of targeted occupations.

Programs must award a competency-based credential (such as a certificate, degree or industry recognized certification/credential). Minimum performance standards have been established for initial eligibility under the ETPS:

  • Program Completion Rate: 70%
  • Program Employment Rate: 70%
  •  Average Employment Wage: $11.00/hour OR 80% of the SOCRATES statewide average entry-level hourly wage, whichever is higher

Training Providers (Occupational Skills) – Non WIA Workforce Programs 

Workforce Solutions has an open application process for schools, education and training providers to provide short-term occupational skills training to individuals enrolled in non-WIA funded workforce programs.  Generally, short-term training is training that can be completed in less than 6 months and prepares individuals for entry level employment in demand occupations.

Basic Skills Training 

Workforce Solutions has an open application process for schools, education and training providers to provide basic skills training enrolled in WIA and non-WIA workforce programs. 

Services include: 

Basic Education - instruction in literacy skills such as reading, writing and math, and how to apply these skills in the workplace.    Training is designed to increase the functional skill levels of those with basic skill deficiencies and to enhance their employability. 

GED (High School Equivalency) Preparation – instruction designed to prepare individuals (high school dropouts or individuals lacking a high school diploma)  to test for GED certification. 

English-as-a-Second Language – instruction designed to help non-English and limited English speaking customers become sufficiently functional in English to enhance their employability.  Such training should have a workplace context. 

Computer Skills – non-job specific computer skills from introductory courses on how to use a computer to specific software products such as the Micosoft Office Suite.
